Help me build a min/maxed uber (bugbear) rogue!

This is mainly a sortof thought experiment where I don't feel I have the capacity to consider all logical consequences and therefore need input from others to find the one, true, uber (bugbear) rogue!

This thought came to me when I was playing around with the Character Builder and realised that a Bugbear seems like it would make a really great Strength-based rogue. So after a bit of fiddling, I also realised that a large-sized, Three-headed Flail is freaking awesome for a Ruthless Ruffian build!

So, the idea is to make this a maximum carnage monster!

The rules are that he has to be a Ruthless Ruffian Bugbear made with 22 point-buy and be perfectly RPGA legal. Other than that, even the weapon is up for debate.

The format should be as an individual argument presented with your reasoning. For instance:

I would give him this stat array because of this, this, this and this.
Multiple arguments in one post are fine, but each should be broken up with a justification for why you think it's the most powerful min/maxed option available.

Level is irrelevant. You can make him up as 1st or 30th, as long as you explain why you chose what you did for all levels that you chose to make him up as. Sheets don't need to be made up, and you don't even have to make up the character at all to present in the thread. Justifying, say, a 22nd-level power and/or feat choice without all the levels up to 22 is fine, as long as you explain the process and reasoning behind your choices.

Might try the char op forum on the official forums as well. If anyone can tweak maximum dpr out a build it would be some of those people.
 

I don't think you can use a triple-headed flail and still use any rogue powers. A ruthless ruffian gives you the ability to use rogue powers with a club or a mace, which means your options are a club, mace, or light blades (and some have some ranged weapons that work). That's the thing that keeps rogues in check: they can take other weapon proficiencies, sure, but they can't use rogue powers with them.

As it stands, a 1d10 mace is nothing to sneeze at. (Although a brute strike rogue with a 1d8 kukri - brutal 1 - isn't bad, either.) If you're going the ruthless ruffian route, be sure to pump both Dex and Str and ignore everything else. You could start with 16s in each and have 18s with the racial abilities. That means for every rattling power, you'd be adding 8 (4 dex and 4 str), and if you're wielding the mace two-handed, that's another +1. You can also take weapon focus (mace) as your level 1 feat, giving a total of +10 to damage with melee mace attacks, plus sneak attack if you have combat advantage. So disheartening strike, the at-will from Martial Power, will do 1d10 + 10 on a melee hit, plus 2d6 if you have CA, plus give -2 to the enemy's attack for a round. Alternately, you can take backstabber: this raises the sneak attack damage to 2d8, but it only helps if you have CA.

Otherwise just focus on grabbing all the rattling powers you can, so you can keep adding that strength bonus whenever possible. Large shuriken (normally 1d6) will do 1d8 in your hands; that's still 1d8 + 8 with disheartening strike, plus sneak attack if you have CA. Not too shabby for an at-will.
