This is mainly a sortof thought experiment where I don't feel I have the capacity to consider all logical consequences and therefore need input from others to find the one, true, uber (bugbear) rogue!
This thought came to me when I was playing around with the Character Builder and realised that a Bugbear seems like it would make a really great Strength-based rogue. So after a bit of fiddling, I also realised that a large-sized, Three-headed Flail is freaking awesome for a Ruthless Ruffian build!
So, the idea is to make this a maximum carnage monster!
The rules are that he has to be a Ruthless Ruffian Bugbear made with 22 point-buy and be perfectly RPGA legal. Other than that, even the weapon is up for debate.
The format should be as an individual argument presented with your reasoning. For instance:
Level is irrelevant. You can make him up as 1st or 30th, as long as you explain why you chose what you did for all levels that you chose to make him up as. Sheets don't need to be made up, and you don't even have to make up the character at all to present in the thread. Justifying, say, a 22nd-level power and/or feat choice without all the levels up to 22 is fine, as long as you explain the process and reasoning behind your choices.

Multiple arguments in one post are fine, but each should be broken up with a justification for why you think it's the most powerful min/maxed option available.I would give him this stat array because of this, this, this and this.
