D&D 5E (2024) Help Me Fill Out a Treasure Hoard

In my campaign, the PCs are trying to finance a revolution (as well as find cool gear to take on the BBEG). They recently went to explore a location where they discovered that a cult had tried to summon Tiamat from Avernus by amassing a treasure hoard worthy of her. The ritual was interrupted by infernal attack (Asmodeus did not want to let her leave) and the hoard has laid untouched for centuries.

So, what should be in it?

Note: the PCs are only 9th level but I intentionally want to give them a treasure that is way outsized for their level. I always find it interesting when PCs end up out of their depth and players have to figure out how to navigate that.

Who is the BBEG?

What are the details of the Revolution brewing? Would Orbs of Dragonkind contribute to fueling the confluct?

Who are your players characters? Are there any signature items that would turbocharged each one, like a Vorpal Halberd?

Oh, also, what resources can you draw on? Fizban's Treasury of Dragons has a lot of material that would fit this this to a T, bot Draconic items and dragon hoard special magic rules, and Book of Many Things has some fabulous potent magic items.

The Dexk of Many Things itself would be pretty funny.

Blackrazor is always a fun artifact to throw out there to one of the players. As evil sentient artifacts go, I’ve never seen a PC not rationalize wielding it.

Classic vizier who usurped the crown. Stat wise -- very high level wizard.

What are the details of the Revolution brewing?

The PCs were all directly wronged by the Susurper in their backstories, and they are building their own power as well as a coalition of factions to take him down.

Would Orbs of Dragonkind contribute to fueling the confluct?

There are dragons in the region.

The book does contain a lot of potent magic items, including off the wall weapons, worth looking at if you have it.
