someone tell me this isn't the worst story ever,

I was browsing some DND sites about a year ago when I stumbled across a suppliment with rules to stat-up civilizations in d20, I ignored it at the time because I was looking for something else, but something about the review stuck with me. recently I've started a new campaign and I think this book would be useful, so naturally I CAN'T FIND IT!

I'm fairly certain I saw it on enworld, but so far I can't find it or anything remotely resembling it on enworld, google or any d20 publisher sites.

does anyone know where I can find this book or something like it. or at least remind me of the title or the publisher. thanks

my group has MMS and Empire, and I'm looking for Dynasties

I don't think this was specifically D&D, or even specifically fantasy.

I remember from the review that it had a system for stating government as if it was a D20 charactor, using skill ranks to represent technologically development and I think class levels to represent form of government. I'm not sure what feats or attributes were, but they did something :\
 

It probably isn't this, based on some of the things you've said in the most recent post, but it might be Chapter 6 of the Advanced Player's Guide (by Sword & Sorcery Studios, aka White Wolf).

I just had a look, and yes, it has rules for statting out communities, with skills, feats and stuff. But it is certainly intended for use in pseudomedieval fantasy (D&D) settings. The chapter is called "Castle and Keep", after all. :)

Other than that, nothing springs to mind right now.
