Since all a fighter normally gets from a feint is a small bonus to hit (if anything), I think it's more of a feat for a high Int fighter than for a rogue.

Maybe a Bard who wants to do something besides cast when he is saving perform rounds (you do have a limited amount so can't do it all the time). Bards have Bluff as a class skill.
Bards are big on helping others. They have decent melee weapons.
So Bard works better than Fighter (Fighter might access faster but they don't havea reason to single attack foe when they could be doing something else).
