Being small hurts . . . hurts a lot, actually. Your grapple check base is something like 6+3+1-4=6. The Beholder's is large size, so he's got a huge advantage over your halfling just based on size alone.
If I were your DM, and you wanted to prevent the central eye from working in a grapple, it would require a pin.
I'd say the halfling's best move, as the first action, is getting some light up so the others can act -- if they're still able.
Still, sounds like a TPK is immanent. You're up against a 13 CR creature, by 3.5 standards -- a challenge that should be a very tough fight for a party of 9-10th level PCs. Your advantage in a fight against one big creature is that your party has numbers -- you get more actions that the creature does. But the beholder's multiple eyes pretty well counter that advantage.
Your Halfling's other option, and not a good one, is to get the heck out of there, save himself, and make sure someone survives. I'm wired more along the "hold the line and let the others escape" path, but they're blind and basically screwed, and if you can't get the, back into the action then the Beholder, if it's smart (and it's certainly smart) is going to focus it's attention on finishing off you first, since you can see it. If I were your DM, you would be my first target.
There is, of course, another option. Surrender. If you can manage to live to fight another day, it at least won't be a TPK.
