Help with BBEG Evil Speech

Hello all, I was wondering if anyone wanted to help me with my BBEG speech that he is going to make?

He is going to use a doppelganger of an emperors son to kill the emperor and then make a speech to the nation at which he just usurped power from.

Long story short version: The main continent is overrun with evil, the humans and gnomes capital is on a sub continent that remains the last safe place in the world, they don't allow elves, dwarves or any other race to cross the sea. Due to the players actions the former colonies on the main continent have overthrown the emperors rule forcing the emperor into isolation on the sub continent.

the BBEG is a Vampire whose plan is to take over the nation and use the nation to dig up an old demon lord that he plans on reviving, who would destroy the last bastion of the free world minus the now free colonies.

My problem is that how exactly is this vampire going to tell the people that, in a world where demons have taken over just about everything, digging up one of their leaders is a good idea, also what should i add to the speech to make it long and terrifying to the players? i get this vision of the players watching the crowd applauding and cheering for who the players know is the most evil person around

Anyway, why doesnt he just fake it like the Empra was assassinated or died naturally and keep the idenity/doppleganger of the Empra's son over there to keep power? Vampires strike me as covert, and personally if I were a vampire lord taking power from a nation I'd let them keep the notion that nothing is wrong. Or that something IS wrong, but its the Empra's son doing it.

Its not. He's either NOT going to tell them, or he's going to tell them "YOU are going to dig them up. Do you get me?"

And this whole digging thing? It could really just some kind of...."mining" project or the like or a vague magical artifact thats beneficial to the people. He could reasonably lie to them.

If the FOMER is the case though...definitely lie to them. OR tell them that its a DEVIL LEADER and that this is just "fighting fire with fire" because obviously the gods of light (if any) in your setting "Have forsaken us"

If dire events have progressed so far by this point, I see no reason why the Vampire would need to sell it to the people at all. He could simply tell them how it's going to be and expect it to happen. Anyone who steps out of line would vanish in short order.

That speech could go something like this:

"I have taken over your kingdom and need thralls to excavate a great evil to help me consolidate my already immense power. You all get to play the part of my thralls. You will note the gentlemen clothed in shadow interspersed throughout the crowd. These are my lieutenants. I would not advise crossing them; they are...not so nice. Any questions? No? Well, then. Get to work!"

Hopefully my Players will not attempt a riot or something, by the time the assassination happens more then a few doppelgangers will have infiltrated the Capitals Populace and all will be attending the speech,

Glad that you liked it - I enjoy the image of the vampire having an alter ego of a glad handing schmoozing politico.

Adn sometimes it is better to be the power behind the throne than holding the seat for yourself. Just ask Cardinal Richelieu....
