Help with new 5th lvl. spell

I'm trying to design a new spell. I want it to be a 5th level one. The rest is opened to suggestion (including the name of it). Please, feel free to post any comments you may find useful. <here it is:

Gifted Moment
Transmutation
Level: Sor./Wiz. 5
Components: V,S,M
Casting Time: One standard action (*)
Range: Close (25 ft.+5ft./2lvls.
Area: All allies in 50ft. r. up to one ally/lvl.
Duration: 1 round/lvl.
Saving Throw: Fort. negates (harmless)
Spell Resistance: Yes (harmless)

(*): Could also be a swift action

By means of this spell, caster and as many allies as caster level benefit from one extra action per round. This extra action may be a move-equivalent action or a standard one as better fits character any round. In this way, a charcter transmuted in this way may either:
- move and make a full acttack,
- move and cast a spell (which requires a standard or swift action) and make one attack,
- double move and make one attack,
- double move and cast a spell (which requires a standard or swift action),
- move and cast two spell s(which require a standard or swift action).
Characters affected may also opt for doing the standard-like actions first and moving afterwards, but they could be the targets of a proper attack of oppurtunity if they are in a threatened square.

Way too powerfull. Its basically a 3.0 mass haste and we all know how overpowered 3.0 haste was.
Make it a 9th level spell and add a four digit XP cost, then we can talk about beeing balanced but nor before.

Or you could change the spell to single target and make it only provide a extra move action and no extra standard action.
