Help with the ECL for a Psuedodragon

I'm looking for some feedback on something I want to try for the campaign I'm in: I want to bring in a Psuedodragon pc. The party is 8th level, and I am thinking the appropriate ECL for the character would be about 4. I plan on running her as a rogue 4, but if the ECL is higher than 4, I may need to reconsider some things. Any feedback would be appreciated.
