There are no new cleric domains.

Brief summary of teamwork benefits:

Fearsome Roster: The sight of your team causes foes to take a penalty on morale checks.

Friendly Fire Evasion: Your team gains evasion against spells cast by teammates.

Heavy Cavalry: Your team can ride in tight formation for benefits on mounted overruns.

Infiltration: Your team can sneak around faster than normal.

Invisibility Sweep: Your team is better able to pinpoint the location of invisible foes.

Joint Grapple Escape: Combine efforts to gain bonus on escaping a grapple.

Joint Bull Rush: Zerg bull rush.

Joint Ram: Deal extra damage when your team wields a ram.

Long-range Archery: Members of your team can adjust their long distance shots to target better when one member misses a shot.

Ranged Precision: Members are able to time the ranged attacks of teammates so they don't block their shots.

Scouting: Team gains a free chance to notice their surroundings each round, with bonuses.

Spellcaster Guardian: Adjacent teammates can intercept attacks meant for a casting teammate.

Superior Flank: If two teammates flank a foe, all teammates gain flanking benefits.

Team Rally: Bonus to attempts to rally troops (battlefield-specific rule).

So, which one is the equivalent of the Roman Legion's tortoise maneuver?

None of the Teamwork Benefits work for the tortoise maneuver. For that you'd either need to take the tactical feat Formation Expert from CW (which provides +1 AC when between 2 shield-wielding allies, as well as some other tactical possibilities) or a new feat in HoB which provides +2 shield bonus when adjacent to a single shield-wielding ally (but no other tactical possibilities).

Is it possible to use this teamwork benefit with 1st level archers and 3rd level commander? Can you post the exact prereq and benefits?
