Heroes vs. Villains.

Do you find that villains are more proactive than heroes? I personally find that villains more often take the initiative to kidnap people for sacrifices, create undead etc. etc. and that heroes wait for the villains to do something and then be called upon to deal with it. It seems that villains often don't need the DM to tell them what to do although this is just my view. Tell me what you think.

In the typical Good vs. Evil campaign, Good is reactive to Evil. The Villain acts, the PC's react.
In a typical Evil campaign, the PC's act and the world reacts.

In the same sense that a policeman can't arrest you for something you haven't done yet, the Good PC's can't do anything to the Villain who has not yet become a Villain.


However, as the DM, the Villain plays out his specific role prior to a campaign in order for the campaign to begin. Your way of thinking is that the campaign starts when the PC's get word of it, but it really starts much earlier than that when the DM is preparing the campaign for the PC's to play in.
