I stumbled on a blog where the guy had made some templates and rules for worldbuilding with hexes. One of the major themes is imposing large hexes over smaller ones, though his scale is 5 and not 10 (i.e. a large hex is 5 times the size of a small hex)

Over ten years ago, I did something like that with the map blanks from the World Builder's Guidebook. I took one of the map blanks and drew large hexes 5 hexes wide over the smaller hexes for the purpose of scaling maps. I didn't superimpose it exactly the same way, I had the vertices of the larger hexes in the middle of smaller ones instead of meshing with the vertices of the smaller hexes, but it probably doesn't matter. I have a couple of other scales from 2 hexes up to 7, larger than that was bigger than I needed it to be.

I'm going to take a closer look at part 1 there, looks like some good stuff I can use on campaign design.
