Still Spell and Silent Spell should work in 3.5.

Other than that, it's up to the DM, but the Bluff skill seems appropriate.
Would be a nice side-benefit for sorcerers, who have Bluff as class skill now.

Note, however, that a spellcaster still needs to let guard down in order to cast a spell and therefore still provokes an AoO, even if the spell ist stilled and silenced. Concentration is also still required.

I like the Subtle Spell feat, from the netbook of feats. My gnome sorcerer had a good time with it.


Subtle Spell [Metamagic]

You know how to disguise the use of material, verbal, and somatic components; thus making your spell casting difficult to recognize.
Prerequisite: Spellcraft
Benefit: When you cast a subtle spell those who could observe you must make a Spot check opposed by your Spellcraft check to identify that you are casting a spell. A subtle spell uses up a spell slot one level higher than the spell's actual level.
Normal: Without this feat spell casting is automatically recognized as spell casting.
Notes: Casting a subtle spell still draws an attack of opportunity. If the person taking the attack of opportunity fails the opposed Spot check they still get the attack of opportunity but do not know why you let your guard down.
 



I Sleight of Hand against Spot. It can mask your verbal and somantic components (you mumble and gesture in your sleeve). If you fail, you still cast, but they notice (which can result in your being executed). Wizards and Sorcerers get SoH as class skills there (cause they have to keep their talent hidden).
 

Kalamars Players Guide has rules for skill checks to hide spellcasting in different situations as well. Mostly the same as above IIRC.
 

there is a subliminal spellcasting feat in the complete book of eldritch might, (or BOEM 3 if your still using the 3.0 versions) requirements are bluff skill. you roll a bluff check and the spell takes 10 times as long. I have a cleric of trickery and secerts who has this.
