Hit with ongoing damage and slow during my action

Chaotic Archon

First Post
There was some discussion at the gaming table about what events/resolutions actually happen in the following scenario:

It's my turn and I move 3 of my 6 movement before a monster with a readied action to "attack me when I came into view" gets his attack trigger. The attack hits me and inflicts 6 damage AND 5 ongoing poison + slow (save ends both).

I can now only move 2 of my remaining 3 squares because of slow. I move 2 and attack (resolved no issues). My turn is now ending, so I roll a save to end the poison/slow. I succeed.

The discussion brought up the following questions:
1. Is it 'correct' that the ongoing damage is never dealt in a case like this (since ongoing is taken at the start of your turn and ending ongoing resolves at the end of your turn). I believe this is the case and loosely supported by a cleric's sacred flame ability to do the same thing. This would also technically apply to ongoing damage taken from an attack of opportunity.

2. Someone suggested that since I had already moved 2+ squares when I got hit, the slow meant I couldn't move anymore. This felt wrong to me. I had 3 movement left when the attack hit me.

thanks!

1)That is correct
2)That someone was correct. See page 277. It says exactly that "If you’re slowed while moving, stop moving if you have already moved 2 or more squares." If it wasn't for this slow would be next to useless.

Correct on both accounts.

Just to put a bit more logic behind #2, think of it this way: When hit with the slow effect, you are reduced to speed 2. You have moved 3 squares already so you have moved more than your speed. You can't move any more. Slow doesn't reduce your movement to 2, it reduces your speed to 2. It's important to understand the distinction for other actions as well. For instance even when slowed, you can still run, moving speed+2=4 squares.

In response to Mengu, using the run action would have little effect if your slowed. Page 277 of the PHB under slowed says you can not increase your speed above 2. So running would keep you at a speed of two, grant CA, and give a -5 to attacks.
Edit: Perhaps I was a bit hasty. 291 says running is speed + 2 which is ambigious to actual movement rate.

Plus, the Q&A at the WOTC website had this question and they specifically answered that running works when slowed since it doesn't raise your speed.

As I said, it's important to understand the distinction between speed and movement. ;)

Just to give another example, a slow kobold dragonshield could do the following in one turn:
Shift 1 as a minor action. Run 4 as a move action. Charge 2 as a standard action to attack with a -4 penalty (-5 from running, +1 from charge). So the kobold moved 7 squares in 1 turn, but his speed was always 2.
