Possibly, as a kind of item called surgicraft. Alternatively you could add a fleshtwisted template to a creature to play havok with its abilities and appearance

I'm not entirely sure if I want to go into a full line of biotech limb replacements though, seeing as Steam & Steel has a section full of steamwork prosthetics. I may decide not to tread over the same ground, though nothing's certain yet.
