There's a whole story arc that's rules-impossible after the changeover (the empowered simulacrum thingy) that I advanced my plans on to make sure I could have it in place for the change, but it makes it important that there be a rationale for why you can't make empowered simulacra anymore.

In my opinion- having not yet run or played it- yes. The overwhelming majority of the changes are great, and taken as a whole it's great. But it does change some of the paradigms (movement, buffing, etc).
