i always like this phrase for some reason. I mean, given the disasterous effects of incompetency in their line of work, you'd think the human resource department would phase out those who didn't meet the minimum standards

You'd think so. Of course the impact of these things doesn't seem all that big, entill your job depends on clean water that is.
