Hobgoblin ECL....

Straight to the point: Do they have ECl or not? I encountered many opinions...Some say that they have +1 ECL...some say that they don't....

However I'd like to ask what is the offical ruling on hobgoblins and ECl.....do they, or do they not have it?

....And do you use the offcial rulling?

I don't know what the "official" ruling is, but hobgoblins get nifty bonuses without any penalties. That's +1 in my book.

Also, there's a sort of unofficially official rule the WotC folk use: when in doubt, round the ECL for non-core races up. The idea is that the player has to pay a little more for getting to play a race that is unusual and cool.

Well, it's no part of the Core Rules, but the official Errata of the Forgotten Realms Campaign Setting puts hobgoblins at an ECL +1.

Hobgoblins are pretty weak compared to Aasimars and Tieflings, which are ECL +1.

Hobgoblins get: +2 Dex, +2 Con, Darkvision, +4 Move Silently
Aasimars get: +2 Wis, +2 Cha, Darkvision, Simple Weapon Proficiency, Martial Weapon Proficiency, light 1/day, acid, cold, and electricty resistance 5, +2 Spot, Listen
Tieflings get: +2 Dex, +2 Int, -2 Cha, Simple Weapon Proficiency, Martial Weapon Proficiency, darkness 1/day, fire, cold, electricity resistance 5, +2 Bluff, Hide

They obviously aren't as powerful as the Aasimar and Tiefling.

Hobgoblins get little, really, to offset the loss of extra feat and bonus skill points that Humans get. Probably why the DMG page 22 states that they are not a level-modified race.

Personally, I'd say forget the FRCS errata. Besides the fact that I haven't seen that particular bit, myself, I'd say it is much like the Dragon Magazine that listed Centaurs as a +7 ECL race. What were they smoking?
