Holding one's breath - inconsistency?

I'm not sure if this has come up before - I apologize if it has.

There seems to be an inconsistency regarding the length of time one can hold their breath. In the PHB, under the Swim skill, it says you can hold your breath for a number of rounds equal to your Constitution. However, under "Suffocation" in the DMG, it says you can hold your breath for 2 rounds per point of Con.

Which is right? (I'm assuming the 2 rounds per point of Con.)

IDHMBIFOM, but 1 round/point of Con if you're doing anything (like swimming) and 2/point of Con if you're staying completely still.
 

I wish they had been more clear about that, but it makes sense. According to the swim skill, it's 1 round/point of Con if taking a move action or free action, and a reduction (!) of that if taking a standard action or more.

Under suffocation in the DMG, it doesn't say anything except the 2 rounds/point of Con. I guess that could mean you're just standing still...

They made great strides in terms of clarity with 3.x, but I guess there are still some areas that need work...
