Travel via Portable Hole is often complicated by the need to breathe.

Could one take a single Ring Gate in to a Portable Hole to provide fresh air? Perhaps set up a permanent gust of wind into one side of the Ring Gate's twin?

Eh? Ring gate? A bottle of air only costs 7250 gp.

Or else, introduced a new spell that freshens the air. I seem to recall reading a Zone of Fresh Air spell somewhere -- 2nd level spell: Freshens the air in a 20 ft radius, primarily use is to avoid inhaled poisons. (Actually, for freshening air without removing toxins, a 0th level seems fine to me -- compair to create water -- but we'll say 2nd level just to be safe.) A continuous ZoFA would cost ~ 12000 gp, which would be in the ballpark, I guess.

But to answer your question: No, I am afraid would not allow it.

Ring Gates: These always come in pairs—two iron rings, each about 18 inches in diameter. The rings must be on the same plane of existence and within 100 miles of each other to function. Whatever is put through one ring comes out the other, and up to 100 pounds of material can be transferred each day. (Objects only partially pushed through and then retracted do not count.)
I would rule that the inside of a Portable Hole (or any other extradimensional space) is not 'on the same plane' as the outside. Sorry 'bout that. :)
