Well, as has been pointed out, the dwarf is generally considered the strongest of the 0 LA races. The elf might also be worth a comparison, as it has some similar abilities. In the comparisons below, the D (dwarf), E (elf), and X (your race) are how I'd rank the races as I compare abilities one by one, looking for equivalents.

The physical abilities are generally considered to be worth 2x the mental ones, so this makes the new race weaker than both the dwarf (who trades a mental for physical) and the elf (who trades two physical ones)

With just the vision, your race is probably better than both the dwarf (slower, despite not losing speed in armor) and the elf (low-light isn't as good as darkvision). The gore is kind of minor (given the low damage), but still a plus. This is probably enough, considering the ability modifiers, to pull even with the elf.

About the equivalent of the dwarf's weapon familiarity or the elf's weapon proficiency. The elf is slightly better (having 4) and the dwarf slightly worse (just treating them as martial rather than exotic rather than being proficient). On the other hand, the proficiencies include one of the high damage dealers. No change in rankings.

This is probably about the equivalent of the dwarf's stonecunning plus his bonus on Appraise and Craft. The elf has three +2 racial bonuses also, plus secret door detection. The elf and dwarf are slightly better, and in the elf's case enough for it to move back slightly ahead.

- Like a Minotaur, they never get lost and can Track targets. ( I guess the real racial would be like that of a Half-Minotaur, aka also a +4 Intelligence bonus to saves against the Maze spell)
I'm assuming that this means gaining Track as a bonus feat, along with 2 minor abilities. This is kind of specialized, though not as much as most of the abilities of the dwarf (track is usable against everything). I'd peg it as probably the equivalent to the dwarves' +4 dodge to AC vs giants and their +1 vs goblinoids (the dwarf abilities are probably a tad better, but not too far off given their specialized nature). The elves' immunity to magic sleep effects and their short naptime are their only remaining abilities, which seems weaker than this by quite a bit - enough that I'd flip the stack rankings.

- Powerful Build (Ex), the ability that both Goliaths and Half-Giants have. (Can use weapons one size category larger without penalty, and they treat themselves as large for bonuses against charge and other size-dependent conditions if it is useful to them)
The remaining abilities for the dwarf would be Stability, +2 on poison and spell saves. I think that these are close, but that the new race is probably a little better. In particular, it combines quite nastily with their free weapon proficiencies. I think that this, combined with the places the race slightly edges out the dwarf puts them on par (or very close to on par) with the dwarf.
There isn't anything left to compare for the elf, which is clearly weaker than this new race.

I think you've got something which is at the high end of ECL 0. One other question: Favored Class?
