IME, dipping into a +0 BAB, d4 hp class isn't exactly broken. Without the spells with no arcane spell failure it's almost totally useless.

Anyway, if you feel that putting True Critical at a swift action is a bit too powerful, maybe you should add a drawback. Like being dazed after casting it.

@ White Whale: Drawbacks are terrible as a balance mechanism. Look around for reports on how celerity played out. IMHO a Swift action spell like this should be somewhere between true strike (better, but much more expensive) and Quickened true strike (significantly better).

I think it's competitive at 2nd level, particularly given how nasty Ray spells can be when they crit. Look at enervation. This spell isn't limited to Gish builds.
