Mostly. You may or may not want to blacklist a few combos - like a Mountain Dwarf Wizard starting with Heavily Armored? Or some Variant Human wombo-combos, like taking both Crossbow Mastery and Sharpshooter at 1?

Or go 3d6 abilities and no blacklist!

I think feats are slightly greater than ability score adjustment in terms of "balance" since one can make some interesting combos (and potentially slightly weaker for bad combos, but averages to the same in WotC mind ) which is more likely than a bad combo. That said, I don't think it ruins anything. It just makes PC more glass-cannon-like at lower level.
