D&D 5E (2024) How to make ranged attack more hazardous for the user.

Looks like the real 'solution' to fix things is to get rid of the feats like Sharpshooter and Crossbow Expert. This would add in the penalties of shooting while being attacked and into melee or to someone behind cover and such.
