How can a PC ever identify magic?

If Identify only reveals one power, how can a PC ever discover exactly what thier magic items do?

There's probably a higher level spell for that, but what is it?

If there isn't, how can they identify?

Analyze Dweomer is the more powerful version. It's a 6th level spell, though.

So he didn't notice a spell in a 300-page manual, give him a break. I've posted basic questions before, yet I've been playing since 3rd Edition came out and know the rules better than anyone in my group

Also, I thought the lawn-mowing part fit in well with his response -- he made me chuckle
