I ran my group through the White Plume Mountain update, and there the PCs collected all three legacy weapons.
But they had no interest in investing resources in any of them; the consensus was the whole legacy thing was just too much hassle. The PCs had been hired to recover Blackrazor, and they sold Whelm and Wave at a deep discount in order to buy equipment that met more immediate needs.
