How does Vulnerable All Damage work regarding Wintertouched?

Ravaging Shot (Crimson Hunter Paragon Path for Seeker) for instance gives target Vulnerable 5 to all damage on a hit. Now my question is does this count as Vunerable Cold with the feat Wintertouched?

No. Vulnerable cold is separate from vulnerable all. On the other hand, the vulnerability from Lasting Frost will stack with the vulnerability conferred with Ravaging Shot.

There's a lot of table variation there. If forced to make a ruling, I wouldn't say that a creature who had both vulnerable 5 cold and vulnerable 5 all that takes 5 cold takes 15 damage. I'd say it takes 10.

But vulnerable all is just a bit odd.
