How fast am I?

Okay, I'm currently creating a powerful yet dumb henchman for one of my BBEGs. He's a three-headed half-dragon ogre. My question concerns the Improved Speed monstrous feat from Draconomicon. This feat gives +20 flight speed and +10 to all other speeds. My question is whether flight speed increases when base speed increases, since my flight speed is twice my land speed. Here's the breakdown:

Option 1: My land speed goes from 40 to 50 and my flight speed goes from 80 to 100.

Option 2: My land speed goes from 40 to 50. This increases my flight speed to 100, which is further increased by the feat to 120.

The spell describtion just makes it easier for everyone, telling precisely how the spell affect different speed's..

It is 100, though, we all agree on that. If it were 120, you would get to apply the feat twice. Once to your speed and once to itself, which isn't possible.
