It's more of a guide to make sure that you don't forget some aspect of the character creation process, or to stimulate your creative juices -- for a major PC in a long-running campaign - or your main character - almost all of it is something you should at least consider knowing.

Certainly trying to fill all that out at the beginning is probably futile and frustrating, not to mention hobbling, but it can also be a good tool to fill in as time goes on and you write or play. It helps you keep track of various things, so you don't find yourself going back over your previous work to see if you said the police chief has grey or green eyes. For a game that's not bad, but for a novelist it just makes you look sloppy.
