How many players is Keep on the Shadowfell designed for?

Hmm one of my issues is that playing with 2-3 players would really nerf these packaged adventures too much. It's one of the reasons for which I'm not buying Keep on the Shadowfell.
I mean, what about a solo monster? It's meant for a group of 5! It's ok when you have standard monsters, which you can just remove, elites still ok, but solos really become too difficult.

It might involve some work, but we've seen guidelines for how to remove levels from a monster. That might work to bring a solo down to a 3 person party. Combine that with possibly making most of it's recharge powers one less likely and I'd think it would work out ok.

Because each encounter is given a budget of exp, you can still use solos. But, instead of removing something, you'll probably end up lowering the level so it fits within the budget for the number of characters you have.
 

It's not really a new problem, you still had make adjustments in old moduals, though now it sounds a lot more stream-lined.
