How many starting spells?

How do you determine the number of starting spells for a wizard created above 1st? I am looking at creating an alt character for a campaign I am in and it is going to be a Wiz 9/Ftr 5, and was wondering how many spells does he get for free before he starts having to pay for them?

Stricly speaking, the only spells that should be free are the wizard 1 spells (cantrips and 3+Int bonus level 1, i think, but don't have book in front of me) and the two selections granted by each additional wizard level. Any others should cost 200gp/spell level out of the character's starting wealth.

I believe that he would get his starting number of spells (as a 1st level wizard - all cantrips plus 3+Int bonus 1st level spells), plus 2 spells per wizard level after 1st (typically chosen from the highest known spell level at that wizard level)... 16 additional spells in this case (2 1st, 4 2nd, 4 3rd, 4 4th, and 2 5th).

The wizard can also get more spells, by spending some of his starting cash on scrolls and scribing. Of course, the DM retains veto power over how many spells he can learn this way, and which ones.
