How much do they cost.

Don't forget the note at the bottom of the table: a 20th level caster casting Premanency would cost 3500 gp and thus is generally unavailable unless the DM allows it.

and thats why I gave the secondary cost. You still have to pay about the same exsept now it's gp insted of xp.
By 12th level, that secondary cost you list is.......peanuts, at best.

You should re-think the house rule.

I'd certainly allow it in a really high magic setting, where such a thing is common among anyone with a degree of wealth, but I'd be sure to GIVE such abilities to anyone with said degree of wealth.

That being said, the XP cost is because the caster must power the spell with a tiny portion of his soul. That is what traps the magic, and keeps the enchantment from dissipating.

The other potential problem with no xp costs, is that of magic items. The logic should be the same for creating those as for casting spells.

This would basically make them very, very, common - at least IMO. Then the EL tables start to go out the window.

In general I have found that making what seems like a really small and simple house-rule tends to have that massive ripple effect. The 3.5 rules are so inherently tied together that it is not always immediately visisble as to how.

1st level sor/wiz and then the 5th level Sor/Wiz spell permanency the Xp cost of the spell I want to have done is 500 xp.

So how much gp would it cost to have a sor/wiz cast this spell for me.
10 gp for the first level spell (unless someone in your party casts it for free).

2500 gp for the 500 xp.
(5*9*10) 450 gp. for the permanency.

Total: 2960 gp.

(I'm guessing this is a permanent enlarge spell?)

I think permanencied Enlarge Person spells are ... sick.

Just think about ale and whores. You can't have fun if you're enlarged!
