How much of these abilities warents a LA adjustment?

Certainly, but how much LA do you want to give out?

+1 or +2 is just two values. And a sudden +2 LA already means you need 3 more levels to see any change to your character, which takes awful long.

Of course, if all characters are supposed to get an equal share of cyberware, then it doesn't really matter, how you do it. You could just ignore the cost completely and tune up the encounter levels a little. :)

I meant to add to exhisting races. Which of course would make them more powerful.

I am going to add this by way of cyberware, which can be got through out the course of play.

So how much DR, given to a human would give that human a +1 LA?

How much initiative?
Skills, armor, attributes, vision, and 5/(an energy type)?

You might want to check out Savage Species if you can. It's 3.0, and I don't know if it's been updated to 3.5, but it can still be used as a guide.

Level Adjustment Factors, P. 13. basically if you can get an effect from class features, magic items or spells it really doesn't count against level adjustment.

Natural Armor: worth +1 LA, plus an additional +1 LA for every 5 points of natural armor beyond the first 5.

As much LA as each individual characer wants, they can either get cyberware, or less gold when compared to the normal cyberware cost.
