How much would this cost/what would be the requirements?

Book of Shadows.

Acts as a Boccob's Blessed Book but only in regards to spells from the schools of Illusion and Necromancy.

I wouldn't give more than 10% discount. You'd only make/buy one if you were going to have lots of Illusion and Necromancy spells, so why make it cheaper?

Why make it cheaper? Because it's wierd for the book to cost 100% for the guy that only uses Illusion and Necromancy spells, and 25% for the guy that uses all schools of magic. The guy that uses all schools of magic deserves the discount, but the mechanics of the item changing prices depending on the hands it is in is just strange.

Where did I say that the price would change?
Sure, it's not as useful to everyone, but they can get a regular BBB or get a specialised BBB for their favourite schools.

It's just as good for anyone who wants it.
It's like the stupid items that occasionally get posted here: The male elf wizard gets a discount for making an item only being usable by males, another discount for it only being usable by elves, another discount for it only being used by wizards, etc.

Except that it has been my experience playing specialist that a goodly number of your spells are going to come from other schools. A wizard that doesn't take advantage of variety in spell selection is ignoring one of the main advantages of his class. I don't think it would be "just as good" as you put it, more useful to the right person but still not the same.
 

Get a Book of Shadows (at whatever discount you can con your DM into), and a normal Boccobs Blessed Book. You'll fill them both up soon enough.

Or use your normal spellbook for the few non-Illusion/Necromancy spells.

You know you can have more than one spellbook, right?
