2000AD How to build a technology controlling mutant NPC?

Hi there,
for the boss of the next Judge Dredd adventure I am working on, I was thinking about a mutant hacker with the ability to control technology (like Technomancers in Shadowrun). Is there a stat block which covers it mostly or certain exploits which would cover the theme?

Hmm. You'd need a new mutation exploit, I think! I don't think there's anything which covers it.

It should be something like telepathy and "mind" control of nearby technology like creating minions. Psionic powers could also cover it...

Controlling robots would be easy as they have stats and there are exploits for controlling creatures. Inanimate objects would need something new.
