How to make Zombies Deadlier?

OK, figured I'd ask it here rather than RPG.net where I'll get "Play AFMBE, D20 Iz Teh Suxx0rz!".

I'm planning out a setting influenced by all the horror and anime that I've been watching lately. It's a magical world, steampunk, where the main objective of the campaign is to clear out a large section of the continent, between two mountain ranges(or other landmarks that could serve to contain the creatures within), that separates two prosperous kingdoms. The two kingdoms have traded via sea, but the oceans are deadly as well, as having to sail away from the deadly, rocky coast, makes the trips expensive and too long for both countries tastes. They want a railroad between them. Unfortunately, it must pass right through the Dead Lands.

The Dead Lands are so-called because of the large number of undead there. While certainly, other creatures(most notably the vicious trolls, who have no problem consuming zombie flesh) live there, it's really the relentless undead that dominate in there, lorded over by the Night Lords, a coterie of vampire and lich rulers. Rather than risking decimating their standing armies or militias in a long, protracted war against the Night Lords, the two countries decide to hire mercenaries and bounty hunters to clear out a path in the Dead Lands for them. Armed with magic, physical strength, and steam-powered weaponry, they can cut a path through for the railroads, which can later be patrolled by the trains themselves, plus employees of the railroad, heavily armed, of course. Enter, the PCs.

My basic question is, does anybody have any suggestions on how to "butch up" my zombies? I really don't want the shambling, easy-kill undead that they seem now, and since the Dead Lands are gonna be full of them, they need to be kinda tough, even at high levels. Anybody have any suggestions?

Just at this computer for a wee bit longer, but as one quick note, there is Van Richten's Guide to the Walking Dead, which is split into three sections on zombies, ghouls and skeletons, which may be helpful. I may go a bit more in-depth later, or perhaps someone else could elaborate for me.

Now that that's out of the way, the best method is to totally mess with your players' metagame assumptions. Zombies are slow and shamble, right? So the first time they find a pack that moves at 50' (effectively always hasted, although that isn't necessarily apparent) and leaps in to attack they're going to wet themselves. Slap DR5/good onto them and they become a lot tougher, too.

I'd also give them a racial bonus to hide, maybe +10, but NOT to move silently -- so the group can hear them out there, groaning in some sort of memorable way, but can't see them or figure out where they actually are. That's creepy.
 

You could make them seriously nasty by making them unkillable. Immune to weapon damage of all sorts. You can escape them, or trap them, but you can't kill them.

If you don't want to go that far, give them DR 10/- and some extra hit points, or give them regeneration 5 so that they keep on getting up (take normal damage only from holy water, etc)
 

Dungeon #110—Athasian zombie template. It's made for Dark Sun, but certainly usable in any setting. What's best about it? They spread Zombie Plague! It's a CR+1 template.

Book of Vile Darkness—Corpse creature template. Makes for intelligent zombies. Basically just allows you to have smart, classed zombies.

Give zombies fast healing. Allow them to reattach limbs. Give the Boss Zombies a brain sucking ability akin to the illithid ability.

There's all sorts of fun you can have!

or add things like the yellow musk zombie has but with a twist


also throw in a few "pseudo" undead.
 


the aforementioned Corpse Creature Template is good, also from BoVD is the Corrupted Template...Fast Healing, + to Natural Armor and half it's HD in Vile Damage with every hit...so much fun...
 

Make killing them a mixed blessing - in PCat's story hour, his players recently encountered a zombie that exploded when it was killed.

So, they explode in flames, or even yuckier, they explode in a big messy spray of zombie gobbets across a 10' radius. And the gobbets carry the earlier mentioned zombie plauge.

Or make zombie blood (ichor?) highly acidic - so that their weapons have to make a saving throw each time they make a successful attack. (See the Gray Ooze in the MM for sample rules).



Also, remember that zombies are not limited to just human remains. Think, zombie umber hulk. Zombie remorhaz. Zombie cloud giant. Zombie rust monster. Zombie Illithid (BRAAaaaAINS!!!). Zombie dragon.


hmmm... I'm getting some ideas for my own campaign...


And remember that ghouls and ghasts are basically zombies with Intelligence and a higher CR...
