How would you suggest capturing fiends alive.

I think that is perfectly reasonable to treat anything as well affixed to your body, such as clothing or bindings, as gear.

In a grapple another creature clings to you.

The players are about 7th level, hence why 28K magic items would generally not be viable. Granted, at that level, there are few fiends who can teleport/plane shift at will, but those who can are still a problem. Also, they have to make sure that, while transporting the captured fiends into the city, they still are unable to use -likes or other abilities potentially viable even if manacled, bound, or otherwise incapacitated on the party or curious bystanders.

True. Though gouging out thier eyes does stop any Targeting abilities or spells that need Line of sight not just line of effect. Such as shapable spells.

I see what you are getting at, but I also see it reasonable to suggest that a creature grappling with you, of which you cannot escape via dexterity or strength, is also well affixed. ;)
 


Inward-facing magic circle against evil would be my choice. As written it only affects creatures called or summoned into it, but you could house rule that it can also be cast to surround any helpless outsider.

Prospective demon hunters would equip themselves with a big enclosed wagon that has the magic circle diagram inscribed on its floor. When they overcome a target and render him helpless, they throw him into the wagon and cast dimensional anchor and magic circle on the diagram.

With the diagram and anchor in place, the fiend cannot teleport away, and none of his spells or abilities can cross the barrier. He's stuck there for 24 hours per caster level, which should be plenty of time to haul him back to the city.
 

Use sovereign glue to make sure the fiend isn't going anywhere without the very heavy manacles. :)

Edit: Also, I believe there's no upper limit on the amount of nonlethal damage a creature can have. Even with fast healing 15, thousands of hps take time to regen.
