HTML in posts?

According to the Forum Rules in the lower left corner, HTML coding is on. Just checking to see if thats the case

<i>This should be Italic</i>
<b>This should be bold</b>

Wierd, I always thought HTML was turned off on these boards, or was something accidentally reset recently?
