Yep, I use the "minimum 2" interpretation. It makes the most sense based on a strict reading of the ability, I think, and it seems that it's what's intended.

I'd say that page 62 of the Player's Handbook states very clearly that humans add their bonus skill points after the initial calculations. So, I'm in the 2 skill points per level minimum for humans camp (8 at 1st level), too. Not that I've ever done it this way before, but luckily none of my human characters have had below average Intelligence.
