I'm not sure I understand how [weapon] attacks and claws and magical items are supposed to interact.

The powers are [weapon] attacks, the secondary striker feature requires using your [claws], so if you use a magical weapon, you can make the attack and use the weapons properties and powers, but you don't get access to the secondary striker feature. But if you use your claws to make the attack, then you don't get any advantage from a magical weapon. Since these are not [implement] attacks, you can't benefit from totems or ki focus or some such.

What did I miss ?

The Player's Handbook 3 states:
Being able to use a ki focus as an implement means you can also use it with your weapon attacks.
You can add its enhancement bonus to the attack rolls and the damage rolls ofweapon attacks you make using a weapon with which you have proficiency.
However, you must choose to use the enhancement bonus, properties, and powers of the ki focus, rather than the weapon you're wielding, or vice versa. You can't use both when you use a power.

Therefore, the claws cannot be enchanted as a weapon, but they benefit from the enhancement bonus, properties, and powers of the ki focus you are attuned to.

I am also going to include special kinds of magic armour that allow you to treat your weapon as enchanted, and two feats that allow the Vampire to use normal (melee and ranged weapons) instead of their claws or gaze attacks.
