Well, what I am currently thinking about:
Remove ability score modifiers. Ability Scores are prerequisites for feats and powers (maneuvers, spells, players, disciplines, manifestations etc.).
People want 3d6 roll in order? They can have it.
Even if you don't qualify for many feats or powers, it doesn't lessen your characters power, just his focus.
For example, a Power Attack Feat might require Str 13 to get an modifier of up to -2/+2, or a Str15 for -4/+4 or a Str17 for -6/+6 attack/damage.

No longer treat weapon and defenses as separate from skills.
In fact, most modifiers would be gone. Modifiers would be: +2 for Class Skill, +4 for Skill Training, +4 for Focus. This means that in the end, you can cover all DCs in a range 1 to 30. (minimum of d20+0 to maximum of d20+10)
Other modifiers only apply to effects (damage and similar stuff), and there would be "minimum die result" values with the right feats or magical items.
For example, if you have a Dex of 17, you might be able to get Weapon Mastery (Bow) or you have a +3 Sword. If you roll between 2-5, you treat the d20 roll as 5. (A 1 is still a 1, but not an automatic failure.)
Most of the level scaling would be done in regards to levels and hit points. And heck, maybe we can even fulfill the dreams of some people to use armor as damage reduction - though I am not really a fan of that.

Well, that might be too extreme. But I would love to have less modifiers and keep the mathematical values in a more limited range. An upside of this is that you could still use 1st level foes against a 30th level party and they would have a non-neglibible effect.
