If WoD wins, we'll have to set the ground rules a little differently, because we need to select which of the various flagships we want to use, and just how much cross-over people will be comfortable with (I've run full cross-over in the past, and while it can be VERY difficult to manage, it can be a lot of fun).
Also, knowing that such a campaign will inevitably mean the End of the World As We Know It sooner or later, we might start out as slightly older, "wiser" WoD characters and work from there. This entirely depends on the flagship we use. Werewolf, IMO, works better starting out at square one. Mage works best at squares 1-3 (low to medium power), and Vampire works the best starting from medium to higher power.
If we did Werewolf, I would probably prefer all players sit down and figure out which Tribe we want to use, then everyone figure out which assignments they'd like in the Sept, then go from there.
If we did Mage, it's a little easier to develop a cabal of separate Traditions than a Sept of different Tribes, so I'd be a little less lax on character generation in that sort of game.
If we did Vampire... well, a city is usually constituted by many different clans in varying strengths and numbers, so Vampire requires the least "control" in character generation to make it work well; usually, the conflict of differing clans and outlooks sets much of the mood of the game, so that's always a plus. We'd first need to decide whether we're going wholly Camarilla or Sabbat, and then go from there...
