In the old Star Wars system I used to hate the abstract crew levels, because there was no way to replicate them with real NPCs (and this could cause "balance" inconsistencies). So, the only way to get those stats is as a 3rd-level nonheroic character, with 10-11 Dex and trained in Pilot (and the other relevant skills).
Extrapolating a bit, it looks like (assuming 10-11 Dex for all):
Untrained = 1st level non heroic (not trained in Pilot skill, not proficient with vehicle weapons)
Normal = 1st level nonheroic
Skilled = 3rd level nonheroic
Expert = 7th level nonheroic
Ace = 14th level nonheroic
