Does haste give an extra partial action in the surprise round?

I say no on both accounts becasue I like to keep things simple. I'm sure someone will be by shortly to quote some rules and then argue about it, as I remember the last thread on this got rather involved. Welcome to the grey part of the rules.

Since Haste is capable of letting you cast an extra spell in one round, which cannot even be done with Quicken, ( I mean no multiple Quickens,) I would say yes. That, and there is nothing that says it can't. There are some full round actions that cannot be broken into two partial actions though, such as a full attack.

Either way, the +4 AC would be worth it for that first round alone.

Yes 2 partial actions can be used to do 1 full round action.
See description of partial action in phb, think about slow spell.
Crothian would never allow to cast full round spell while you have slow

General you can rule both way about extra partial action. Haste gives you partial action on your turn. If you claim that partial action from surprise rounds is not your turn than no extra partial action. If you decide that your turn starts when you act with initiative then no extra partial action.

You can't use partial actions from haste to perform some full round action.

Two partial actions definitely don't equal a full-round action when you're attacking. A partial action gives you only one attack, but if you're a Ftr20, a full-round action gives you four attacks. 4 != 2.

Yes, it does. It gives an extra partial action per round. The only restriction in the surprise round is the regular action must also be a partial action.

No. Sometimes the differances are hard to see, other times they are more clear, like the 20th level fighter attacks per round example above.
