I haven't seen an answer when I search this thread. I apologize if I missed it. Have the encounter building rules changed in the DMG? They are marked as a work in progress in the basic rules.

The Basic DMG version .3 was released a while back with the final encounter building guidelines. They are expanded upon in pages 81-85, but the core is unchanged.
 

I haven't had time to look deeply yet but is the low/no magic option still there [AKA Iron Heroes]? I have looked through my DMG in places I thought it should appear but no luck finding it yet.

I don't have access to it here, but there was a take floating around with alternate starting equipment for low-, middle-, and high-magic campaigns. Presumably, these options are present in other places in the book.

No. They included the playtest skill dice option, but there is no official option for granular skill proficiency ala 3e.

Caveat: I have not read through most of the book, just barely skimmed it and looked up Skills in the back. That said, there are three variant proficiency options, but none I saw that are more granular like a skill point system. Instead they are things like "Ability Score Proficiency", "Background Proficiency" and "Personalty Trait Proficiency" systems.
