Hasn't it worked for a few days now? I hadn't had any problems logging in with my account a few days after launch, anyway...

Yeah, it started working aobut eight hours ago or so. I guess that means that either the initial furor of visits to the page has calmed down somewhat or they've upgraded their bandwith capacity. I suspect the first is the case, but I sincerely hope that the second is the case as well.

I'm excited for them to begin the preview funtionality of the DDI applications, not just the preview articles. I wonder if this was a necessary first step for that to happen? I hope so.

No. It will be free for 8 more months, and you can just log in with your WotC boards account.

It seems even banned accounts can log in under D&D Insider.

Nope, they actually let you put in your log-in name and password, instead of resetting it to guest like it has since GenCon. If you're still having the username field reset to guest, try clearing your cache. That might help.
