Riedran cities are going to be so far out of the norm, I dont see how mining any typical fantasty city is going to work, given the whole psionic totalitarian regimen and brainwashed general populace angle. I think your best bet would just be using one of the cities already modeled in Secrets of Sarlona
 



New York, 1942. Lots of soldiers getting ready to be shipped overseas. Booming city atmosphere. Lots of dockyards. A heavy dose of crime and police corruption. Atmosphere of paranoia. Many gangs that battle one another, when they're not battling the police. And it fits right into Eberron.
 

Shackled City (from the Shackled City Adventure Path in Dungeon) might fit the bill. It is set in the middle of a dead volcano and there is mining in the area. If you are looking for LE, you might want to skip ahead to about the 5th-7th adventures when things start to go bad in the city. (Sorry for not being specific, don't want to provide spoilers.)
 


Here's a deal on four books I would find hard to pass up -

Thieves' World d20 Lot - RPG Lots - Dungeons and Dragons RPGs

Plus, any and all of the Thieves World novels could be used to add even more depth.
I was going to suggest Sanctuary too. It's a good fit for the LE/LN criteria. However, if you're just interested in fluff you don't need all 4 books in the Thieves' World line. I would recommend just getting Shadowspawn's Guide to Sanctuary, which is a great book and all you really need to port Sanctuary over to your campaign.
 

I.C.E.'s Middle Earth Role Playing had some City/Regional supplements that included great city maps I have used in my homebrew. It also details NPC's and political structure (although obviously not for 3.5).

For a port city with an neutral/evil bent, might I suggest:

I agree in general.

Sarlona is a bit like India, right? Green Ronin's Mindshadows fits that bill iirc. There's also the free pseudo-India web enhancement to WotC Oriental Adventures available on the net. DOn't knwo if there are any detailed cities in it though...

Malhavoc's Psionic books also are pseudo indian-themed, though again i don't know i fthere's any premade city in there.

From Paradigm Concepts Arcanis campaign the City of Secrets: Nishanpur might fit (There's an adventure too Blood reign of Nishanpur). Substitute the Demons with the Dream Dark, Cultists with the Inspired and you should be good to go. Though I do not know much about the quality of these products.
