Just remember that, when they kill him, they get whatever items this guy has.

I'd definitely go for the +5 keen rapier with skill focus (rapier), weapon finess (rapier), weapon specialization (raper), and improved critical (rapier).

So help me complete this stat block: (I'm not sure if it's all correct).

How many attacks/round would this guy get and what would be the damage on each attack?

I don't want him to have so many AC enhancing magic items. I would like it if his AC could rely mostly on feats and Dex.

Magical weapons are fine.

I like the feat selection you have, where is the cosmopolitan feat listed?
 

I'm thinking of adding the Half-Fiend template to this guy too... That would make him CR 22, but in a duel he wouldn't use his magical powers so that may be ok...
 

Personally I'd put Psy war all the way.

Deep Impact, relegate attacks as touch attacks.
Negates nat ac, armor. 10+dex more or less.

Don't need a whole bunch of items.
of course you can always stun the poor pc with mental attacks.

Finally, biofeedback makes damage into subdual. I don't have psi hand book with me but if you do a full Psy war or a half Psywar half fighter, I think he'd take on that duelist without a problem.

and Sunder is such a nasty thing to do with the pc's +4 rapier.
 

if you are using Weapon master, add in iaijutsu focus. if the npc gets the first attack, he can deal extra damage right off the bat.

Hmmm. +9 Will save?

Neverwinter Nights had a rapier that dazed an opponent for a couple of rounds. It was DC 14 WILL to save against. I think the ability automatically activated on 50% of the hits. Statisically speaking, your guy would fail one out of eight hits.
 

You only count Rogue levels to who he can sneak attack. So if he is a 7th level rouge, x level whatever, your NPC would only need to be a 4th level Rogue.
