Do you have a Players Handbook?
It sounds like you don't, so you should probably get one. It has the official instructions, and it will be a pain filling out a character sheet if you can't at least borrow one.
More importantly, do you have ability scores yet? Six numbers, each one ranging from 3 to 18? There are several ways to generate these, and they are the basic starting point from which the rest of the character follows. If you don't have these, I'll tell you how to make them.
If you do have ability scores, you have to assign them to the different abilities. STR is Strength, DEX is Dexterity (physical grace and quickness), CON is Constitution (or toughness), INT is Intelligence, WIS is Wisdom (awareness and self-control), and CHA is Charisma (force of personality). The boxes to write these scores in are probably on the left side of the sheet, near the top. I don't know which abilities are most important for a Dragon Mage, but hopefully you do. Put the higher scores in the more important abilities.
