I like what the OP is thinking. Frankly, the vast majority of PCs don't do a whole lot of sacrificing virgins to summon a demon lord. So if the NPCs have access to a bunch of nasty evilness PCs don't have, that's okay by me.

If you want to play an evil character like that, IMO that's better suited to a niche product and not worth inclusion in the PHB. I'd rather save page count for things the vast majority of players will actually use.
