Sorry, i forgot to add its immune to fire cold damage. Banishment spells would just send it to back to an unknown layer of the abyss.

An experiment by some other devils. They wanted to create an assasin capable of destroying other fiery based outsiders. Guess whether it worked depends on what powers he has.

or vise-versa. The balor needed to be able to operate in a variaty of planes for indefinite periods of time (immunity to fire/cold cuts out alot, especiall with the balors other immunities). Being able to operate in the elemental plane of water makes for a nice hideout, leaves those without freedom of movement at a disadvantage, and negates the need to breathe...
